Follow these guidelines to get spooky tentacles...

Step 1 Create a new image any size with a random background;
Grab the Retangular Marquee Tool and make a selection kinda like mine;

Step 2 Fill it with a gradient;
Click Edit>Transform>Perspective and make the gradient look like this;

Step 3 Click Filter>Disort>Shear and play around with the settings;
Play around with the settings and make more tentacles and maybe add some splatters like me:
