Step 1 Open up a new image and add a little background-color;
Grab your Brush-tool and select brush no.#100 with the color of white (#FFFFFF);

Step 2 Create a little bush of white stuff like it has been piled up;

Step 3 Add some drop shadow (#FFFFFF);

Step 4 Add a black stroke;
