Step 1 Open up a new image any size;

Step 2 Create a new layer on top, fill it with white and go to Filter>Noise>Add Noise and set it to 70;

Step 3 Go to Filter>Blur>Motion Blur;

Step 4 Set the blending-mode to lighten, overlay or screen, which depends on the picture;

Step 5 Press CTRL+L and add these settings

Step 6 And there you go...
You can aso Press CTRL+U and change the saturation...
